CONSTITUTION OF SCARBOROUGH ATHLETIC CLUB

Title:           The name of the Club shall be Scarborough Athletic Club

Objects:     The Objects of the Club shall be :
To promote and encourage participation and development in the sport of athletics.
To provide coaching for the members and to organise competitions.
To organise teams to represent the Club in Championships, Leagues, and other competitions as the Club Committee shall decide
To stimulate interest of the public in the sport of athletics.
The Club shall select which of the five disciplines it wishes to cater for, and pay the appropriate affiliation fees to 'UK Athletics' (UKA.)

Membership:
Membership shall be open to persons who are amateurs as defined by the British Athletic Association.
There shall be a minimum age entry of 10 years.
All members under the age of 16 years shall belong to the junior section of the club. Junior members under 16 years of age may attend senior nights by invitation from experienced junior endurance coaches. The committee will hold a list of such coaches. Each applicant for membership must complete the official application form, and must be proposed, seconded and elected at a properly convened meeting of the Committee.

Management:
The Management of the Club shall be vested in the Club Committee which shall consist of :
President
Chairman
Honorary Treasurer
Honorary Secretary
who shall be Officers of the Club, together with a Committee of a minimum of five members.
All of the foregoing shall be elected at the Annual General Meeting of the following year.
The Committee shall have the power to fill vacancies if and when they arise, and co-opt members for particular projects, but co-opted members do not have a Committee vote.
The quorum for a Committee meeting shall consist of not less than five members.

Annual General Meeting:
The Annual General Meeting shall be held by 28th February to receive the audited accounts and set the subscription level for the year. The Club financial year will start on the 1st January.
The purpose of the Meeting is to:
· Receive the Annual Report of the Committee
· Receive the annual audited Statement of accounts and balance sheet.
· Electing the Officers and Committee for the following year.
· Electing Honorary Auditors
· Consider any amendments to the Constitution, of which 14 Days notice has been given to all Members.
Any proposed change to the Constitution by a Member must be received in writing by the Chairman or Hon Secretary at least 21 Days prior to the AGM.

At least 14 Days notice shall be given for the Annual General Meeting, to allow for nominations for Officers and Members of the Committee. Each fully paid up Member present at the meeting shall have one vote.

Affiliation:
The Club shall seek to be affiliated to 'UK Athletics' (UKA) in order to carry out the objects of the Club.

Subscriptions: 
Members must pay an annual subscription fee within one month of them being set at the Annual General Meeting.
The level of fees shall be reviewed annually at the Annual General Meeting.
The annual subscription must accompany an application for membership.

Non-Payment of Subscriptions
There shall be a penalty payment of an additional £5 for any member who is three months in arrears with their subscriptions.
The Committee shall have the power to expel any member whose subscriptions are six months in arrears, providing one months notice in writing has been sent to such a member by registered or recorded delivery letter addressed to the members last known address, informing him/her of the proposed action by the Committee.

The name and address of any person so expelled from the Club shall be recorded and sent to the Regional Association.
Every person whose name has been so recorded shall be suspended from competing at any meeting held under BAF Rules until the liability causing expulsion, which shall not exceed one years subscription, shall be discharged.

Resignations:
Any member wishing to resign, must do so in writing addressed to the Chairman or Hon Secretary.
The resignation shall be considered by the Committee within one calendar month of receipt and will be effective on the date of tendering.
Resignations will not be accepted if the member is financially indebted to the Club, i.e. has not paid his or her subscription for the current year, and acceptance will be withheld until the debt is discharged.

Extraordinary General Meeting:
An Extraordinary General Meeting shall be called by the Honorary Secretary or Chairman within one month of the receipt of a requisition signed by at least 20 members stating the purpose of the meeting.
At least 14 days notice shall be given to all fully paid up members of the date, venue and purpose of an Extraordinary General Meeting No other business shall be conducted at such a Meeting.

Constitution Amendments:
No Constitution amendments may be altered, added to, or deleted except at an Annual General Meeting, or at an Extraordinary General Meeting called for the purpose, then only by a two-thirds majority of those present and voting.
